The Failure of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Immense energy is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is able to track rocket firings from across the border, a ability afforded by up-to-date information. From observation points, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and further power outages.

Continuous Dangers

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – most likely imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

With pauses, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
